Ray Chan-Tung, co-founder of Soul II Soul Youth Services, is a respected community leader and advocate for systems reform, drawing on his Chinese and Polynesian heritage to guide vulnerable youth with cultural integrity and hope. His lived experience shapes a leadership style that prioritizes safety and connection, ensuring young people feel seen and supported. Ray’s strategic vision has led to national-level programs that deliver sustainable outcomes, restoring families and rebuilding futures for youth at high risk of systemic disconnection.
Ray excels in uniting diverse sectors, including Youth Justice, Child Safety, Queensland Police, Education, Health, and the Australian Defence Force, fostering a village-like model of coordinated care. His ability to bridge government, community, and service sectors creates impactful partnerships that wrap around youth and families, preventing them from falling through systemic cracks. Through Soul II Soul, Ray champions a transformative approach that reconnects youth to their identity and empowers communities to heal together.

Charlie Leota, a director of Soul II Soul, is a dedicated community advocate of Polynesian descent, bringing strategic expertise from his successful NDIS and child safety business on the Gold Coast. His corporate background informs a leadership style that emphasizes coordinated, unified systems to ensure no youth or family is left behind. Grounded in cultural respect and empathy, Charlie’s approach fosters dignity, connection, and opportunity, aligning with Soul II Soul’s mission to deliver trauma-informed, person-centered services.
Charlie’s vision centers on creating pathways for lasting change by integrating services across sectors, ensuring families and youth receive holistic support. His commitment to cultural heritage and community collaboration drives Soul II Soul’s efforts to restore hope and empower participants from all backgrounds. Through his leadership, Charlie helps build a safer, more connected community where young people can thrive and families are strengthened.

Tai Cecil, a director of Soul II Soul, brings over 20 years of experience in youth mentoring, child safety, and culturally appropriate programs, with a passion for empowering young people through resilience and life skills. His work with the Overflow Foundation in Brisbane, supporting addiction recovery, and his role as a basketball coach reflect his dedication to building character and fostering meaningful outcomes. As a proud father of five, Tai values family and community, infusing his leadership with warmth and commitment.
Tai’s approach emphasizes trauma-informed, relationship-centered mentoring that helps youth overcome challenges and reconnect with their potential. By integrating cultural respect and community initiatives, he ensures young people feel supported and valued. Tai’s collaborative efforts with Soul II Soul’s partners create a supportive network that empowers youth to rise above adversity and build brighter futures. A model of care that prioritises lasting outcomes that are indvidualised and bespoke to participant needs.
